Working safely at height: mobile scaffolding with mobile work platform

Safety and inspection regulations apply to both mobile scaffolding and mobile scaffolding with a work platform. Depending on what type of equipment being discussed, the periodic inspection must be carried out by an authorised person or by an External Service for Technical Inspections.  

Working safely at height

Working safely at height is an ongoing effort to improve safety in the construction industry. Various initiatives are being taken to make the construction sector more aware of the dangers of working at height. Employees working in the construction sector are provided with information about prevention and made aware of the fall risks through campaigns.

Five essential questions answered

1.What is mobile scaffolding with a mobile platform?

This mobile scaffolding:  

  • is equipped with a working platform that can be adjusted to the desired working height via a drive mechanism.
  • is a very compact scaffold that can be placed on smaller surfaces.
  • can be set up easily and quickly.  

2.Is mobile scaffolding with a mobile platform considered scaffolding?

Yes, all regulations for scaffolding also apply to scaffolding with a mobile work platform.  
   

3. The regulations in a nutshell

  • Draw up and make available a calculation note that includes the maximum allowable load.  
  • Ensure there are always installation and user instructions available at the workplace.  
  • Provide training to employees who work on this type of scaffolding. Register the training.  
  • Appoint an authorised person to carry out the tasks required by the regulations. Provide training to the authorised person as well.

4. Important safety instructions

  • Use stabilisers if the mobile scaffolding exceeds a certain height. Do this in accordance with the manufacturer’s instructions.  
  • When moving scaffolding with stabilisers, the stabilisers may only be shortened by a few centimetres.  
  • Nobody is allowed to be on the work platform while moving the scaffolding.  

5. Is a periodic inspection mandatory?

The answer to this question is nuanced.  

  • The equipment is considered to be a lifting device if the work platform is moved by a cable that is either rolled or coiled. This device must be inspected quarterly by an EDTC.
    This type of work equipment must also be equipped with fall-back protection. 
  • Many mobile scaffolding towers with a mobile work platform use a variant of the rack and pinion drive. This is comparable to work platforms with rack and pinion drive. Legally, this equipment is not subject to a quarterly inspection by an EDTC. However, it is mandatory for the equipment to be checked by an authorised person (appointed by the employer) on a regular basis and in accordance with the manufacturer’s instructions.
