Why?
In this course, construction workers learn to recognise and manage the main risks of temporary or mobile construction sites so they can avoid accidents.
Basic safety training has been mandatory for anyone working on a temporary or mobile construction site since the Royal Decree of 15/04/2023.
If this legislation applies to your employees, they must follow the course before 15/04/2024.
Newcomers must follow the course within one month of starting work on the construction site.
What do you learn?
This basic safety training makes employees aware of the risks present on a temporary or mobile construction site. These are risks arising from their own activities and those of others.

For whom?
Employees in the construction sector (PC 124) and other sectors active on the site (PC 111, PC 149.01), self-employed persons, secondees and anyone working on temporary or mobile construction sites.
What is legally defined?
Every contractor of a temporary or mobile workplace is required by law to provide employees with basic safety training.
The training obligation applies to all persons performing work at that workplace, carrying out construction work, including employers and self-employed persons.
The course must meet the objectives set out in the legislation. This must be demonstrable at any time.

Frequently Asked Questions
To whom does the legal obligation apply? (pursuant to the Royal Decree of 25/01/2001 concerning temporary or mobile construction sites, CLA of 12/05/2022)
The Royal Decree applies to employers and employees who carry out work on temporary or mobile construction sites.
It applies not only to employers and workers that fall under the competence of the Joint Committee for the Construction Industry (PC 124), but to all joint committees operating on temporary or mobile construction sites (including PC 111, PC 145 and PC 149.01).
All self-employed persons and seconded employees (including wage earners) are also subject to this training obligation.
Do self-employed persons, foreign workers, trainees, etc. who do not belong to PC 124 also have to comply with this training obligation?
They fall within the scope of the Royal Decree of 25/01/2001 and must therefore also comply with this training obligation.
Does the training obligation also apply if (minor) work is only carried out for private individuals?
Yes. The location of the construction site and the nature of the work are irrelevant. The Royal Decree and the CLA apply to all construction sites, including those that do not require a declaration of works.
When does a newly hired employee have to follow the course?
If possible, the worker follows basic safety training before starting work on the temporary or mobile construction site. In any case, the course must be followed within one month of the employee starting work.
When must the course be repeated?
Basic safety training is repeated at regular intervals unless the employer can demonstrate that employees’ knowledge continues to be updated through regular training opportunities (e.g. toolbox meetings and other safety courses or safety days; this must be substantiated by written documents) and practical experience.
